Sea Freight Romania — When to Choose Containers Over Trucks
The question is not whether sea freight is cheaper than road — it is when the price difference justifies the time difference.
A 20-foot container (TEU) leaving the Port of Constanța for Rotterdam takes 7-10 days, vs 3-4 days by truck on the same route — but the cost can be 40-60% lower per ton transported, which makes sea freight extremely attractive for cargo where time is not critical.
The problem is that most companies looking at international transport do not calculate the real costs — they compare only the carrier rate, ignoring port handling, terminal fees, customs and final delivery from the destination port to the address.
Sea freight becomes profitable when quantity justifies the container volume and the timeline accepts 10-14 days from departure to final delivery — not just 7 days at sea, but the full process from container loading in Romania to delivery at the address abroad.
Constanța — Gateway to Europe and Why That Matters
Port of Constanța is the only major commercial sea port in Romania and the 4th largest in Europe — with direct access to the Black Sea and regular connections to all major European ports, plus the global routes that come through Suez.
For cargo leaving Romania for the rest of Europe, Constanța offers the obvious geographic advantage — it is closer to the industrial centres of southern and eastern Europe than the Western European ports, which significantly reduces transport costs and lead time.
For cargo arriving in Romania from Asia or the Middle East, Constanța is the logical entry point — avoiding the long road haul through the whole of Europe, reducing customs costs and shortening transit time compared to routing through Rotterdam or Hamburg.
But Constanța is not a magic solution for every cargo type — it is efficient for large quantities, palletised or bulk cargo, non-time-sensitive products and loads that justify the cost of port handling and final road delivery.
FCL vs LCL — Full Container vs Sea Groupage
When you talk about sea freight, the first question is whether you have enough cargo to fill an entire container (FCL — Full Container Load) or whether you need to share the container with other companies (LCL — Less than Container Load).
FCL (Full Container Load):
20-foot container (TEU): ~28 m³, up to 21 tons
40-foot container (FEU): ~58 m³, up to 27 tons
You pay for the whole container, whether or not it is full
Faster — no waiting for consolidation
Lower risk — your cargo is the only one in the container
LCL (Less than Container Load):
You share the container with other companies
You pay only for your volume/weight
Slower — you wait for the container to fill
Higher risk — more hands touch the cargo
More expensive per ton, but cheaper in total for small volumes
The math is simple — if you have more than 15 m³ or more than 10 tons, FCL is almost always more profitable than LCL, even if you do not fill the container completely.
Sea Customs Documentation — Why It Is More Complex Than Road
Road transport between EU countries = minimum paperwork, only CMR and invoice, no border customs.
Sea freight = a completely different story.
Bill of Lading (B/L) — the document that proves cargo ownership; without it you do not pull the container out of the port.
Commercial Invoice — detailed invoice with cargo value, customs code, weight and origin.
Packing List — the exact list of what is in the container, box by box.
Certificates of Origin — if the cargo is not produced in the EU.
Import/Export Permit — if the cargo requires special authorisations (agricultural, chemical, military equipment).
Customs Declaration — filed by a customs broker, required for any cargo entering or leaving the EU.
